PSR Lifts LINK Rules, Boosting UK ATM Access

The UK’s Payment Systems Regulator (PSR) has announced the revocation of Specific Direction 4 (SD4), Specific Direction 4a (SD4a), Specific Direction 2 (SD2), and Specific Direction 2a (SD2a), which regulate the LINK ATM network, effective from 25 August 2025 for SD4/4a and 27 August 2025 for SD2/2a. The move follows a consultation held in June 2025 and responds to LINK’s request in June 2024 for these requirements to be lifted, citing changes in market conditions and the limited impact of competitive tender obligations.

LINK serves as the central interbank payment system connecting ATMs across the UK, helping to ensure consumers have access to free cash withdrawals nationwide. SD4 was introduced in June 2017 after a review of the payment infrastructure market, initially requiring LINK to procure its central infrastructure services through competitive tendering from 2 October 2031. Vocalink was selected as the service provider following a tender process in October 2021.

The PSR states that maintaining these directions has become costly for stakeholders and may restrict innovation and competition. By revoking SD4, SD4a, SD2, and SD2a, LINK and participating banks are expected to gain greater flexibility to adjust fees, invest in new technology, and maintain a sustainable network of fee-free ATMs. This regulatory change aims to support reliable, quick access to cash for UK consumers without imposing unnecessary burdens on the ATM ecosystem.
