Eurozone Ministers Debate Strengthening MiCA Stablecoin Rules

Finance ministers from the euro area are currently reviewing how to foster growth in euro-denominated stablecoins, a segment that remains small compared to its US dollar-backed counterparts. As of October 2025, euro stablecoins represent approximately $620 million of the global $300 billion stablecoin market—a figure raising concerns about Europe’s position in financial innovation. Discussions this week focus on whether the EU’s Markets in Crypto-Assets (MiCA) regulatory framework needs adjustment to better support this sector while maintaining risk controls. (Reuters)

The official agenda includes consideration of whether current MiCA rules strike an adequate balance between mitigating risks and enabling financial innovation. One official involved in the preparations stated: “(The ministers will discuss) whether we have got the right balance between risk mitigation and promoting financial innovations, whether we should be more supportive, if there are some regulatory issues that we need to fix to better nurture the development of high quality European stable points and also discuss how all this links together with the digital euro.”

Currently, European companies are lagging behind the US, where the Genius Act requires stablecoins to be backed by US dollars. Eurozone ministers are exploring ways to create clearer incentives for issuing euro-backed tokens, especially as the EU prepares for the potential rollout of a digital euro.

This meeting is described as an initial step: “This is very much an early engagement. It is mainly about putting this issue in the hands of finance ministers, getting their attention, first reactions, and we will then see where it takes us later,” the official added.
